Its ok as long as its just swap not add. So people can easily change their tribe if they feel bored of the current one.

.. they should have not come up with this dmg at the 1st place, it's really hard to change now... but yet, 2x35k for supporter was just animal and you could wear a shield on top... It was just really drastic change
